Bertin is a lawyer by training who specialized in Intellectual Property and Technology Law.

He is the former Intellectual Property Law Enforcement Officer at Rwanda Development Board (National IP Office). His main mandate was to handle issues/cases arising from Intellectual Property Right including but not limited to “Oppositions for the registration of IP assets and Disputes.”

Apart from his main mandate, he was responsible for Drafting of IP Legal Opinions and Case Decision Reports; Providing the legal advices to the IP Office Team and conducting Trademark Search Examination and Formalities Examination of New Applications. Being in this position qualifies him to understand the context of Rwandan and regional Intellectual Property System.

Bertin is a WIPO Scholar because, after quitting his fulltime job at RDB he was awarded a WIPO scholarship to pursue his Master’s program in Intellectual Property Law and Innovation Policy Development at Korea Development Institute (KDI)- South Korea.

Also he holds a bachelor degree of Laws from the School of Law, University of Rwanda. He is fluent in Kinyarwanda and English but also he has working knowledge in French, Korean and Swahili.
